GOLDFISH NEED HELP FAST!!!!!?

At my work there is a 40gal tank with a common goldfish in it. The goldfish is 5inch long and its eyes are covered in this green stuff. Not sure if its blind or not. The fish has a couple bumps and a big white cyst on its side. The cyst popped before but then regrew. Nobody has even tried to help it and im afraid it will die or the other fish might be at risk. You cant even see its eyes through the green stuff. I have pictures of the eyes and cyst if it helps. Just somebody please help me care for this poor fish.
