or:first divide the weight by their atomic weight (mass/mole) and you get: 0.6/12.01 mol C, 0.15/1.008 mol H, 0.4/16 mol O. this then becomes 0.050 mol C, 0.149 mol H, and 0.025 mol O. divide all three values by the smallest amount of moles to get a ratio. so the calculations then become 2 mol C, 5.96 mol H, and 1 mol O. round up the numbers to the nearest whole number to get 2 moles of carbon, 5 moles of hydrogen and 1 mole of oxygen. so the lowest empirical formula would be C2H5O. i hope that helps you
