What is the difference between shaving cream and shaving soap?

or:Depending on the soap, but in my experiances shaving with soap dries out my skin. I am a female, therefor i shave more areas then my legs. I like the creams better because they are made with moisturizers. Sometimes you can get a good soap, but soap and creams are different for each individual.. I know a guy that can't use shaving cream because it burns his skin. I know women that cant use soap because it makes them itchy on the legs... The items are different.
