10 yr old birthday day party?

My daughter is turning 10 in April. She has made her list and I see that 2 of the children that she plays with the most are not invited. She said that

I think that this will be a mistake because this will be an issue with their mother and she may lose the 2 people she plays with the most. Should I talk her into or make her invite them?
