About the SIM-locked thing?

Im from China and I want to buy a Motorola Droid Turbo 2 from Motorola website. But I was told that Turbo 2 is SIM-locked and Motorolas agent want me

I'm from China and I want to buy a Motorola Droid Turbo 2 from Motorola website. But I was told that Turbo 2 is SIM-locked and Motorola's agent want me to consult that from Verizon. But I'm not a Verizon subscriber, so I can't ask anything on Verizon's website. SIM-locked means you can't use SIM cards from other carriers, right? What if you travel abroad? Anyone knows something about this? Thanks!

or:A sim lock means that you wont be able to take your Verizon device to any other carrier....it's locked to the Verizon network.
