ACT Scores - Can I get in to good colleges?

So I am going to be a senior next year and I am trying to get good grades and good ACT scores to get into colleges that I want to.

I want to become an engineer because I know Im really good at math and science, also I know as a foreigner; engineering is the best job to get opportunities to stay in the US.

Therefore the colleges that I want to go is really strong engineering school such as RPI SIT; there are some liberal arts colleges likes Bates or Colby, I am trying to do 3 + program where Im going to study 3 years of hard math and science and the remaining two years, Im going to transfer to IVY schools (Columbia, Dartmouth)

The problem is that I was a learning disabilities in English (Dyslexia), so it takes me forever to read books and write essays. So even in ACT where I get extended time, I really have a hard time getting right answers.

The frustrating thing is that even I got high honors in my high school, I have a lower ACT scores than my friend who does not even get honors.

So my question is - Does my ACT score will not go anymore higher? (I have 26) Even if I try my best? ( I had a tutor for ACT this spring break for 2 weeks but it sounds like it did not help me at all)

For people who are good at reading/writing - what are the ultimate tips?
