Army spouse, on base housing questions?

My wife is currently in AIT and I had a few questions about on base housing for when she gets her duty station.
Firstly, will I be able to go to the duty station ahead of her once she learns where she's stationed to get everything settled in ahead of time, take at least one stress off of her.
Does on base housing permit smoking, (inside, outside only, or not at all?)
What do you have to do about pets (1 cat, 3 guenia pigs)
What about firearms owned by the spouse (I have a .22 rifle I've had since a kid from my father. Would hate to have to get rid of it.)

or:I will try and answer in order. 1st: I would recommend I waiting until your wife gets her orders and have the Army make your first move. They will pay for it and will give your wife 10 days of TDY to either find an apartment or move in to on base housing (which is generally overpriced and terrible construction). 2: you can smoke outside of your home. Some neighborhoods may have designated areas but generally you can smoke at your residence. 3: The pets you mentioned will be fine. 4: Your rifle will have to be registered on base. She will get that brief during in processing. It's a simple process and will only take her a few minutes to do. Ok, here are some questions to consider. Will being a resident of her new state benefit you? what I meand by that is does your current state collect state income taxes.
