Bachelor thesis and asking for help question?

I was searching for some materials regarding my thesis on the internet and found a persons cv in which it was written that he had similar thesis topic

I was searching for some materials regarding my thesis on the internet and found a person's cv in which it was written that he had similar thesis topic (when he studied at university) as i have now. I obviously don't know him, but because of some lack of materials I'd like to contact him and ask for some information or extract from this thesis. Is it appropriate and sort of legal? Or is it better not to do that? thanks in advance :)
