Brother abandoned with children that are not his? His options?

My older brother met a woman with two daughters 5 1/2 years ago and fell in love with her. He raised her children as his own and loves them. They even call him dad. My brother and his girlfriend had two children of their own. They now have 3 girls and a boy. They are 9, 6 1/2, 3, and 1. My brother's girlfriend has abandoned him with all 4 kids and says she won't come home (she is doing drugs, possibly meth, and cheating on my brother). My brother doesn't know what to do. He can't work, and does not want their maternal grandmother on the girlfriend's side to have the two kids, because she is a psycho bitch. The older daughter has expressed how she doesn't want to go there either. My brother is very depressed and doesn't want to lose any of the children. What should he do?
