So there's this dog in the neighboorhood and she does not get fed (You can see her ribs) doesn't get water (Pants, Drools) (+I live in a place where winters are 40F HOT) and I've been feeding her... she gets hit by the owners and has scars because of it. I want to adopt her because she is pitiful.... what can I do?
