Can I somehow have it so that the X-box will not turn on in some hours but can in others?

or:Just unplug the controllers and set a time limit for them to play games, it's what we do. Plus if they kick up a fuss when the time is up take the console away.. give it to a friend to play with for a few days. They'll learn after it happens few times and it is not cruel. Kids need to learn their limits and YOU are the one that sets them. There is no way to set a play time limit on the console.
