Can my uncle (dads brother) countersign my passport photo if my dad isn't on my birth certificate?

I like in the UK and I'm applying for my first passport, I want to ask my uncle to countersign my photo because he is a business owner and also and magistrate. He is my dads brother but my father is not on my birth certificate and I have my mothers surname. I know that he did pay child maintenance towards me when I was a kid though.
Would they know that he's related to me? Can I used my uncle for a countersign?
