Cell phone for Skype?

I want to get a cell phone pretty much the sole purpose of having Skype access wherever I go. Im not a technical person and have never had a cell phon

I want to get a cell phone pretty much the sole purpose of having Skype access wherever I go. I'm not a technical person and have never had a cell phone before. So I'm curious what would be an acceptable phone and is Skype under messaging or data plans?

or:Skype is an app for you phone so having it will not need to be paid for (unless you don't want ads ect.) Smart phones would be the best for this app. Having a smart phone though gives you many other opportunities.
