Child Abuse - Would it be considered child neglect if father continues to let 7 yr old son ride on?

or:I'm gonna have to say no considering it's up to the parents of the boy. Although it is bad parenting, it's not necessarily considered child abuse. If he is letting his son ride without a helmet or not holding onto anything, then I would consider it child neglect/abuse. As long as the father is making his son wear a helmet and follow all safety rules, then no. If you asked this because you were planning on making a call to the police, I would consider just talking to the father about it before doing anything else. If you are the father, consider what consequences can come from the actions of letting your 7 year old son ride on the back of your motorcycle when he has already been injured from the same cause.
or:No it's stupidity,plain and simple.it's the same as letting your children ride in the bed of a pickup when you know it's illegal!
