or:lets say you are subscribed to a certain website and you have to pay something monthly..... so the next month came and you have no funds in your account... so a pending transaction will be created.. as soon as you deposit your money in the bank account, the pending transaction can be processed due to money in the bank so yes in this situation money is taken :).
