Does anyone know what type of government Egypt had in the early 1700's (i.e. monarchy, communist)?

I'm doing research for a movie, set in the early 1700's (1706). I have a character that is some sort of powerful leader in Egypt, and another character that is a Bishop in France. The Egyptian character feels hatred towards the French government. But why? In order to make my film and information more accurate and believable, I was wondering if anyone could answer what type of government Egypt had in that time period.
