Dry flacky red face?

My face is red on my nose cheeks and chin. I have such dry skin on my nose and skin surrounding my nose that i can scrub it all off and put on lotion

My face is red on my nose cheeks and chin. I have such dry skin on my nose and skin surrounding my nose that i can scrub it all off and put on lotion then within 30 mins it's flaking off again and it's so tight that my skin looks wrinkly. I can't find anything on the internet that looks similar to what is going on. I'm almost positive that it is not rosacea or eczema. Does anyone have or have had anything similar to what this sounds like? I've tried everything and nothing seems to help. I don't have insurance for a doctor so that's why I haven't gone there.
