Employer is not issuing experience certificate and relieving letter?

I worked in my previous company for 2.5 years. I have a 2 years bond with the company of 55000 INR. I completed my bond and released by Bank Guarantee

I worked in my previous company for 2.5 years. I have a 2 years bond with the company of 55000 INR. I completed my bond and released by Bank Guarantee. I got a better offer later so I resigned from my previous company. My new employer send me to London, UK on client side therefore I could not complete all the formalities in my previous company. Now after 17 Months I have resigned from my new company. I am quite free now and I call to my previous company HR for completing the pending handover process and releasing of my documents. My previous employer is not giving me my final documents. I have accepted my mistake and explained them the reason. I know I have done wrong by not completing the formalities at the time of resignation but I completed 2 months notice period in my previous company. I also handover most of my projects but only some formalities were left to complete..Can I force my previous employer to release all my documents? I am ready to handover any dependency before receiving final documents... any idea guys? what should I do!!!

My new company has relieved me properly with all the documents.

I am feeling very uncomfortable due to all this mess up..I want to correct my past mistakes anyhow!!

Do I have any legal option?

I have following documents-

1. Offer Letter
2. Appointment Letter
3. Released Service Bond (2 years Bank Guarantee of 55000 INR)
4. First year experience letter
5. Form-16 issued by the HR
6. Resignation Letter/ Prior Intimation given by me (2 Months notice period which I served but due to uncooperative behavior I could not complete all the formalities in 2 months )

please help me..

or:you can force their hand if needed you have to do this by law thou it might be better if you acquired a attorney just to hand the formalitys that you must sounds like they are only holding your past stuff to be a pain mabe teach you a lesson i would have it done legaly to bad you couldn't go to the site and make copies of your file but it sounds like they don't want you doing that but still there has to be a way to get it done
