Why do some people say, "I said to (persons name), I said." when its just, "I said to (persons name), or "I said", not both?I notice its mostly women

Why do some people say, "I said to (person's name), I said." when it's just, "I said to (person's name), or "I said", not both?

I notice it's mostly women that are over 40 that do this.
