Exchange student/ dad?

My parents are divorced, I hate my dad.. I have to get braces and he wont pay half like he is supposed to legally. My brother and I both need them and

My parents are divorced, I hate my dad.. I have to get braces and he won't pay half like he is supposed to legally. My brother and I both need them and he says we don't. We barely see him, but he doesn't take responsibility for us. I want to go to England as an exchange student and i am 14. They have a wonderful school system and I want to live somewhere other than here, and overall I have always wanted to go there. He isn't being over protective or anything, he's just being selfish. He says he doesn't want me to go because it's unsafe and he doesn't want to not see my for 4 years, i would come back at 18. But the issues with these are- this program I found is really safe and they put you with someone you know very well or with someone they had interviewed, so it is safe. The other one, he said I can go at 18 and not come back for all he cares, he said he would even help me pack. He doesn't want to see me, he is just being selfish. I deserve to be happy, and him keeping me away from what I want is not nessecarry especially if his reasons are not very good, he makes no sense. My question is, is there a way I can still go? Can a judge make it so he has no say in this? Because he doesn't seem to care, but is keeping me being miserable. If I want to move, I should be aloud to. My mother says yes, and she loves me a bunch. I find it hard to convince him, so anything to do with court I would not mind because this is my life and not his. Please help me, and no rude comments.

or:well i sure would see about going this is important to you as well you would have to apply as a exchange student he doesn't make good decisions anyway a judge would look at all sides of the situation if you really wanted braces the judge could force him to pay half if thats what you need does he pay child support if you really wanted to the judge could make that decision as far as being a exchange student then he would have to let you go

or:my parents are divorced too and what i have learned is unless your mom has re-married it is the law your father must pay child support, i think XD. Before you set your mind on moving, i believe when your 16 you may go to court to legally not see your dad and you can just fully be w/ your mom.
