The speed thing had no camera so all I can presume is that the police were writing people's Reg down although they weren't even looking at the speed thing to see what I was going! Could I still get a speeding fine?

or:Unlikely! It sounds like you were getting a friendly slap on the wrist from the police force. Usually when you get a speeding ticket, your name and address are taken a note of, and you are told how much you are going to be fined.
