Help - what site can I use to design a book cover?

or:Instead of finding a site, which I know is difficult to find a good one. I would recommend some illustrator software. Like adobe illustrator for example. I wouldn't recommend downloading the software though. Buy it in a disc format. Unless you know what you are doing and you know the site.
