or:Social Security cards are handled through a National agency the Social Security Administration. Unfortunately, this is going to be an extremely complicated issue because the SSA does not recognize Birth Certificates as a form of identification. To answer your question it doesn't matter what State you go to the SSA office in, its still going to be a complicated mess. Sorry!
