How to download Pencil 2d?

I downloaded a ton of times from different sites and ended up with a bunch of files with the manual but theres no file that gets me to the editing and

I downloaded a ton of times from different sites and ended up with a bunch of files with the manual but there's no file that gets me to the editing and making cartoons part. I want to know if I need to do an extra step. Each time I download the pencil 2d software there's a bunch of Adobe files that can't recognize the files and a lot of other stuff.
