There are lots of things that can prove you are the owner of an account (such as the IP address you normally access it with). Also, you could have a vague idea about the secret question which kind of allays their doubts. For instance, I once forgot a secret question with my bank. They asked for a memorable date. I wasn't going to be so silly as to pick a date of birth of me or a family member so I picked a date and month of birth of a girlfriend at the time and the year of birth of another girlfriend.Problem is, I couldn't remember which (out of five girlfriends) I'd chosen for which. Of the 20 possible combinations, if I'd have got it wrong three times (very likely) I would lock my account. So I just phoned them up, told them the five dates of birth. They could see my memorable date was formed the way I said it was, so they told me the date, and reset my password.
