I failed my dmv driving test because my instructor said I got a dangerous maneuver because I stopped for no reason before turning right. Is this right

I failed my dmv driving test because my instructor said I got a dangerous maneuver because I stopped for no reason before turning right. Is this right wrong? I'm confused because I think I did the right thing.

or:If there were no traffic control devices (stop signs/lights etc) at the intersection, AND no pedestrians crossing in front of you, then coming to a complete stop is really unnecessary. Since most people do not stop under those circumstances, the person driving the car behind you would not expect you to completely stop, and could rear-end you. While stopping *could* be considered dangerous for that reason, it is certainly legal. As a tractor trailer driving instructor, I would say that yes, you probably did the wrong thing. However, your instructor should have simply pointed that out and moved on. Sounds like he over reacted to the max.
