I was wondering if tattoo artists allowed to change their pay rate whenever?

My experience: I made a appointment with guy i had been to before, He told me 150$ an hr i paid deposit and picked date. The day before my appointment

My experience: I made a appointment with guy i had been to before, He told me 150$ an hr i paid deposit and picked date. The day before my appointment he calls me and tells me he’s charging 200$ an hr now. Are people allowed to do that? It feels like an illegitimate business practice. Agreed price takes non-refundable money then changes price for no legitimate reason

or:they can change it if they feel like it but if they can do it faster then they will charge more bc they do it faster
