ID CARD & SOCIAL SECURITY CARD?

I am 50 yrs. old and have tried endlessly to get get an ID & SS card, however, each office requires that I must show either id or social and vice vers

I am 50 yrs. old and have tried endlessly to get get an ID & SS card, however, each office requires that I must show either id or social and vice versa. Neither office will help me unless I have one or the other. Its absolutely crazy. Does anyone have any advice?

or:do you have a birth certificate at all a credit card or a piece of mail thats how they do some do you have a voter turn out card or medical card those would also work either of theses should allow you to get a social security card and id should you take either of theses
