Basically debt follows you, as soon as you arrived in your new country you would want to open a bank account and in order to do so the bank will perform a credit check on you and up will pop the debt. I suppose that if you used a false name and had falsified documentation you could get around that but would cost a serious amount of money and in all probability end up with you getting a criminal record and a custodial sentence on top of the debt.
