Internet Speed?

My Internet Service Provider gives me download speed around 300 kbps to 700 kbps but when i download something my downloading speed is 14 to 20 kbps.

or:In your contract there will be standing that this depends on the place and time you are, over nights the speed will be higher.if you are living at the end of the road this can be a problem as well.But 300-700kb is very slow, your living in lebanon or something ? in europe we normally have about 1mb-5mbps
