or:Paper shredded is often used as a way of controlling cutworms. Regular earthworms do not like the material. Add coffee grounds to the mix and this is a 1970s and 1980s idea. When you have plants falling over as the stem has been chewed off then that is cutworms. Tomatoes, potatoes, celeryand almost all vegetables can have an ability to simply fall over.
