Is it legal that I MUST tip my coworkers... when they already make minimum wage?

First of all, I'm a server at IHOP here in San Antonio, TX. I love the people I work with, I enjoy bonding with people at every turn, and I'm an extremely hard worker... which is why I don't appreciate the fact that we are forced to tip out an expediter. An expediter is somebody who pulls our food out of the window, but does NOT run it to our tables, they also make minimum wage.

Expeditor "expo"= $7.25/hr
Server = $2.15/hr

For example's sake, I'm going to announce a recent event that is what got me to thinking the question, "Is this even legal?"
Please bare in mind that this affects more than just myself, it affects my team workers as well.
On FATHER'S DAY 2016,worked for 8 hours, the "expo" we had only worked for 6 hours, from 9AM- 3PM. Mathematically, I made $2.15 x 8hrs = $17.20 (which would go on my pay check), however, on the expo's paycheck, he made $7.25 x 6 hours = $43.50.
Here's the scoop, I made a total of $37 in cash on FATHER'S DAY because I had a two table section due to being over staffed, AND food was taking 30+ minutes to arrive to my tables. 30 minute "ticket times" means I can't get any new tables for more money.
However, simply because it was a weekend/ holiday, we were forced to tip the expo out $5 EACH, mind you, there were 14 servers on the floor that day. $5 x 14 servers = +$70. (By the way, we are ALWAYS told we have to tip $5.)
But if you haven't already clued in on my problem, I'll spell it out. Just off of the ridiculous amount of servers, the expo made $70, which is nearly double what I made in cash that day ($37). Plus, on his own paycheck, he made $26.30 more than myself.

FATHER'S DAY EARNINGS
Expo- $43.50 + $70 = $113.50
Myself- $17.20 + $37 = $54.20
*I worked 8 hours, for half of what the expo made.
*The expo worked for 6, and did what we call, "breaking a bill ($100)."
*This trend is breaking my coworker's morale.

As I mentioned earlier, I'm a very hard worker, I do absolutely anything and everything if it means "staying busy". I run people's food, I take drink orders for other servers, I do the side work that night shift didn't complete, in fact, I assist the expo with their job as well, to a point where it's as though I'm paying somebody else for a job I already do. Even if I fully cover my own expediting, I still HAVE to tip him on top of his minimum, hourly wage.

This situation is certainly unfair, but could I lose my job if I discontinue paying somebody who already makes minimum wage?
Is it legal that we "must" pay the expo, on top of his hourly wage?
