Is my employer in breach of contract?

My contract says

''The pay date is the 28th of each month and the claim period is the 26th of one month to the 25th of the following month. Late claims will not be processed until the following month''.
I started work on 6th Sept and have not been paid, it's now 24th Nov.I have submitted a time sheet to my manager at the end of every week I worked.
I have chased on NUMEROUS occasions with various sections. They say Manager didn't put my shifts on the system (I'm not allowed to do it myself) until 13th Oct which was too late for pay at the beginning of Nov.

I work for a major national organisation, so if I'm to start breach of contract proceedings, I'll need a bit of help. It seems several other members of staff have had the same experience but have not taken action.

or:Talk to a lawyer in your area. Show them the contract. Sadly every state and some counties do things differently. But on a national level. It is breach of contract. You have a right to be paid in a timely matter. . Creator don't care if you not paid yet. They penalize you with late fees and repo property if not paid on time. If it is agreed upon by both parties that pay be on a day or date. Only holidays and weekends count as a reason for delayed payments. Should be first business day after the set date of agreed payroll payments.
