Is my "big brother" dodgy or not?

I hav a family friend who's like my big brother. I am 19 and he's in his early 30's. As I said b4 he's like my big bro so, there's a lot of trust and respect.

But today something weird happened. He came over today ( no big deal it's like his second home and vice versa)
Later when he was bout to leave he told me he noticed something wrong with my car ( there actually was, so he wasn't lying). I wnt outside wth him, my mum and everyone was inside. While we were outside; he was standing behind me, he put his hands on my shoulder and he was really really close to me. And his hands moved a bit around my body. Not on my boobs or anything but his hands were close to my vagina. Also, he moved his hands on belly a bit. This happened for like three seconds then he move back and came closer again and "felt me" again for another few seconds.
Then we went back inside but b4 gng inside he said " I'll txt u... Regarding a letter..."
Nothing really happend but those few sec I felt really uncomfortable and had the " omg wat the hell.." thought inside my head.
His wife is gone overseas does that hav something to do wth it. Is he really a trustworthy person or am I just overthinking this? I m a bit confused?
