Is this grading policy fair?

My high school teacher only grades up to 90, but the overall score for his assignments are 100. He never gives a complete 100% unless it is an assessm

My high school teacher only grades up to 90, but the overall score for his assignments are 100. He never gives a complete 100% unless it is an assessment, because he says that the county is requiring them to give every child a chance to graduate, therefore the students who does not do their work - still receives a grade of 50% - even without trying. I honestly don t understand his logic behind the reason why he is doing this, because it isn't as if it is unfair to others.

However, I find HIS grading policy unfair. What about those people who are actually doing their work? The other problem with this is that: once you make a mistake, and receive a grade that is below 90, then your grade for his whole class will automatically be below 90. In addition, grades that are 90/100 only keeps your grade the way that it is. The only way to make up for this and/or receive a better grade is when he does a post test for the quarter, and only happens once.
