My betta has fin rot?

I'm almost positive my betta has fin rot. His fins are shredded and red at the tips, and the fins underneath his stomach are red as well. He normally lives in my 23l fluval edge with 3 panda endler guppies, who he never really bothers. He only has a problem with larger fish who invade his territory. I have removed him from the tank so the infection does not spread. I have sanitized the tank and the hopefully removed all traces of fin rot. My betta however now lives in a quarantine bucket that has a heater but no filter as I know they can survive in still water. Is a bucket ideal for him to love with no filter? Can I use fin rot medication with no filtration? What can I do to help his recovery?
