I have passed ISC, but when i got in a college,then put a stamp on the back of it,now i want to go to some other college,but my college isnt providing

I have passed ISC, but when i got in a college,then put a stamp on the back of it,now i want to go to some other college,but my college isn't providing me Transfer Certificate,and my marks sheet has a stamp of the college,i'm in a problem what to do?
