My dog found another dog? Help?

My dog found another dog and I was hoping that we could take her in because its been a few days and she wont leave. But everytime I try to pet her or

My dog found another dog and I was hoping that we could take her in because it's been a few days and she won't leave. But everytime I try to pet her or touch her, she either runs off. But I just had a chance to pet her but then shortly after she ran away. I let her eat from my hand and gave her water, because I'm sure she hasn't got to eat. I've been asking her to come in but she just stands there and stares. How can I get her to like me so she can come in? I really want another dog.

or:she is just scared it will take some time but she will come around it is just gonna take some time she is unsure about the situation i would just offer her food and water till she figures out everything will be okay she is skidish this says she might have been abused or something its takes awhile to get them to get over that kinda thing but she will be patient
