My hspa+ data isn't working for any apps (Like Google and pokemon go) Its definitely turned on too?

My hspa+ data isnt working for apps.First it was pokemon go and now its google. I got 1gb of data when I got a £10 topup for my phone (Ive used 22mb)

My hspa+ data isn't working for apps.
First it was pokemon go and now it's google.
I got 1gb of data when I got a £10 topup for my phone (I've used 22mb) and I topup with dolphin.
Can anyone help?
