My iPhone 4S says my storage is full when it's not even close to being full. How do I fix this?

or:Try downloading the app clean master then doing a junk run. You may have so much junk thats its taking up the space. Once that app cleared 4 GB of space from my phone all at once.

or:That's the thing. I can't download anything or do anything that uses storage.
