My PC cannot run the games good?

Well i have a problem with my gaming.My pc cannot my games smooth.I installed the games on my pc like Racedriver Grid,Blur,Ridge Racer Unbounde,Colin mcrae dirt 1 etc.But these games are not running smooth on pc even at low settings.My pc spec,s are
- Amd triple core 2.3 Ghz 8600b
- 4 gb ram
- ati radeon 3100 graphics (1 GB).
- WIndows xp sp2.
I want to know is there any problem with my Graphics card or wth my my processor or with my whole pc.

or:you either have a app that doesn't work with something that is already on there or you don't have enought room on your computer to run the games it also could be you don't have enough memory for the games you put on there you might need to purchase more memory
