or:You can probably see if someone from that colleges lives near him that way if they have their own car they can also pick him up.
or:well if they don't run if the train tracks are icy this would put the school on a delayed schedule sometimes this kinda weather would close the school if he is late getting the train he might want to revaluate the buss or train during peak times i would have him save up for a bycycle this way he has a couple methods where he could get there
