New neighbors moved in and they put cones to prevent from someone to park there, is that legar?

or:Well if they have their own parking it wouldn't make a whole lota sense why they would put cones out unless they aren't done with moving in totaly that would seem like the only logical reason where their cones are does it belong to someone else?
