or:If they are your new next-door neighbours, the best way is to introduce yourself first and get to know them a bit, establish some friendliness. Don't necessarily bring up the parking issue right away. After it's been happening several times, try to find an innocent occasion to mention it in person. A letter without first talking to people comes across as quite cold and could make your long-term relations difficult.
