Out of control 8 yr old and parent doesnt want him?

the dad left while she was pregnant
he is so spoiled, and has been cussing since he was in diapers. he just gets told to stop. he never gets grounded or anything taken away from him.
a few weeks ago this was the conversation of my mother and sister:
mom : hello
sister: did you come by and pick up (name of boy)?
mom : no. why?
sister : i just woke up and idk where hes at
mom: well you need to find him then. (she gets all ready to go and looks for him)
sister : im not worried about it . hes ok wherever hes at
mom : hangs up and rushes to find him. thankfully he was outside playing with his friends and not hurt or in danger
then a few days ago..my mom calls my sister and asks what her sons doing. she repies "idk i just woke up." she looks and sees hes not home from school but she just goes back to sleep. so my mom began looking and goes to the school. he was staying after school in the safe harbor (like daycare kind of thing).
he gets good grades and doesnt get in major trouble... yet.
but is a big cusser at home and so used to always getting his way from my parents. they drop everything for him. when i was his age my parents got rid of my dog because "if you cant take care of a pet, your not old enoough for a pet" however, they let my sister and nephews 2 dogs stay over here and they are not takin care of or housetrained. no one cleans after them but me cuz im allergic to them. but we cant get rid of them cuz thats his dogs. well he doesnt even live here. his mom cant have dogs where they live.
this boy has no inside voice and doesnt ever listen at all. has no bedtime . he actually loves school though. but because of how hes been raised or becuase he hasnt been raised i should say, i cant stand being around him.
should i call cps? i dont wanna get my sister in trouble. she wanted to have an abortion bjut my mom was against it. i also dont wanna upset the family. they dont seem to see anything wrong with anything. just my sisters parenting but i mean as far as how he misbehaves, its ok. it wasnt when i was a kid.
