Problem with neighbour. Need help!!--UK--?

Hi I lived in UK for past 9 years as I moved from a foreign country. We've had a problem with our neighbour for sometime now. It all started off with me getting my birthday gift which was a japanese akita. (as you may know these dogs grow to be really big dogs as well as really protective) So wince the fence was not that tall as the dog grew older my parents decided we should put up a taller fence so that the dog doesn't hurt any of the neighbours children. But insted they built a wee house for my little sister as well as a shed for tools. However we noticed the covering being cut more and more each time. When I came out to inspect why the covering is flying on top of the shed the neighbour came out swearing at me in any way possible, then my father came out telling her to watch what she is saying (remaining calm) however the neighbour then said some hurtful and racist words towards us, which included that we are from abroad and that we have less rights than she does as well as threatening us with people coming up and will start fights with us. When we informed the council they sent out mediators who said that this is way too far and out of their hands. Then we have received help from Anti-Social Investigation Team (ASIST) They served a notice on her house This is because we had this recorded on our CCTV camera. From that point it got worse and worse. We have sent forward several emails to ASIST but received no emails back. My girlfriend keeps receiving abuse as few weeks ago she got called a boy for simply wearing shorts as well as being called fat and other horrible things. She doesn't want to start argument with her as she knows it would have an effect on us then. Also there is several other incidents we have written up by email to the ASIST team however we received no replies from them for long time now, and when tried to contact by phone we have been told that the person that's dealing with this will call back but this never happened. We have put a lot of money into this house and do not want to move, the neighbour keeps giving us intimidating looks as well as talks about us to other people. My father takes medication for stress and has had a heart attack few years back. It is very stressful to live here, when we tried to get a new house the council has said we have debt on previous address and need to pay it back which means we cannot move, although this debt has been kept away from our knowledge for long time. Can anyone tell me what my family can do about this? The council is clearly either afraid of her or doesn't want to do anything about this and we don't want to call the police every time she gives us an intimidating look. Also the neighbour is mad enough to call the council and start swearing at them as well as shouting. My girlfriend, and friends do not want to stay at our house anymore because of this.

or:Sorry u r going through this, if you can't move and they won't do anything about her (probably due to her having money or some sort of power) I'd report any and all incidents, don't provoke anything and take her to court if you have to! Save any and all proof! Maybe even set up a camera, security or trail cam to get proof of her behavior for court! Good luck. Hope u get this solved!
