Putting dye on cut hair?

What i mean is:Is it weird cutting my hair then trying some bleach and dye out on that pieces of cutted hair like a test try?Coz my friend told me to

Coz my friend told me to use toner. But i wanna see if the toner would work.

Wouldnt hurt to try right?

or:If the hair is cut off, it would work either way, really so I say go for it!

or:Go for it if you really want to change your hairstyle...but never bleach your hair...i heard that it's very painful
