Question about Hume's Treatise?

Im trying to understand the difference between natural and philosophical relations, page 17 of A Treatise of Human Nature. He seems to be saying that

He seems to be saying that there is no connecting principle among philosophical relations, or that there is no quality by which they are connected. But then he gives a list of qualities, which make objects admit of comparison, and by which the ideas of philosophical relation are produced, are they not connecting principles too though?
