Should I get this red dot checked?

I got a tattoo on my chest and after it was healed it looked like my blood was tatted in it as a little tiny red dot and so I licked at it trying to g

I got a tattoo on my chest and after it was healed it looked like my blood was tatted in it as a little tiny red dot and so I licked at it trying to get it out and it started bleeding fast and now it turned into a little bump I pick at on occasion and sometimes my shirt runs it and it starts pouring out. Don't know what I should do
