What do I do about a man who allegedly tortured and murdered my cats?

Back in March I unknowingly gave 3 of my cats to a man who appeared to be a good person but some days later after making some phone calls I stumbled upon the sister of the long term girlfriend of this man and she told me he's been collecting peoples cats and torturing them to death. I was unable to get the authorities to do much of anything about what this man is doing. I'm sure he will continue his evil and many more cats will suffer. What can be done?

or:Just be careful the man can be quit dangerious stay away from him so its will not cause you trouble

or:Post his address publically. Then, depending on where you let be, call local police, county sheriff and make a report. If you live in a state/county with no humane society or laws regarding animal abuse; post his address in local paper with crime, on all social media, etc. Someone will get justice for UR cats.
